Iowa penny rounding law
No statute. Revenue: report sales and tax before rounding. SF 2456 (optional symmetric rounding) passed the Senate 44-0 but never got a House vote.
Short answer. Iowa has no rounding law, but rounding is allowed as store policy, and the Department of Revenue has explained how to handle sales tax when you round. A bill to set a statewide rule passed the Senate unanimously in 2026 but stalled in the House.

Iowa law and bills
SF 2456 (formerly SSB 3143) would have let sellers round cash sales, cash transfers and cash wages symmetrically to the nearest 5¢, with totals of 1¢ or 2¢ rounded up to 5¢, and kept non-cash payments exact. It passed the Senate 44-0 on February 26, 2026, and the House Commerce Committee recommended it on March 19, but the House never voted on it before the 2026 session adjourned. It is effectively dead; a new bill would be needed in 2027.
What Iowa agencies say
The Department of Revenue’s Sales Tax Rounding guidance (November 21, 2025) says pennies remain legal tender, sales tax is calculated on the taxable price, and rounding the total afterward does not change the tax collected or remitted. On the return, report gross sales and tax before rounding, not the rounded cash amounts. The guidance does not prescribe a rounding method and warns that other laws may apply.
Can a Iowa store round cash totals?
Yes, as store policy. Iowa’s biggest convenience chains go further than any rule would require: Ankeny-based Casey’s rounds cash totals down, in the customer’s favor, when it cannot make exact change, and Kwik Trip, which trades as Kwik Star in Iowa, rounds cash purchases down to the nearest nickel. Rounding up is not banned, but Iowa’s Consumer Fraud Act prohibits deceptive practices, so stores should post their policy.
Federal law
There is no federal rounding rule in force either. The Common Cents Act (H.R. 10167) passed Congress on September 28, 2026, but as of October 31, 2026 we found no record of it being signed. If enacted, it would let sellers in Iowa round cash totals symmetrically to the nearest 5¢ without requiring anyone to round, keep pennies legal tender, and protect sellers that follow its method from conflicting state or local rules. Federal status of the penny.
Your options as a customer
- Pay by card, debit, EBT or app. Those payments are charged the exact amount; rounding only ever touches cash.
- Pay with exact change. Pennies are still legal tender (31 U.S.C. § 5103). The Federal Reserve notes, though, that no federal law makes a private business accept cash or coins. We found no Iowa law that changes that, so a store sets its own payment policy. Federal Reserve FAQ.
- Check the receipt. It should show the exact total and a separate rounding line, so you can see which way it went.
- Report a problem. If a store rounds every cash total up without telling customers, contact the Iowa Attorney General: file a consumer complaint (515-281-5926; 888-777-4590 outside the Des Moines metro). See also is it legal for a store to round up?
Sales tax
Iowa’s state sales tax rate is 6%, and most areas add a 1% local option tax. Groceries are exempt. Report sales and tax before rounding, as the Department of Revenue directs. More on sales tax and cash rounding.
SNAP, EBT and card payments
SNAP and WIC benefits are paid electronically, so the EBT part of any purchase in Iowa is always charged to the exact cent. Federal rules require stores to treat SNAP shoppers the same as other customers, so a store that rounds the cash part of a split payment should use the same rule for everyone. SNAP/EBT, cards and refunds.
