Utah law and bills

We found no Utah rounding bill in the 2026 general session, which ended March 6, 2026. The next general session begins in January 2027.

What Utah agencies say

The Department of Commerce’s Division of Consumer Protection published National Penny Shortage: The Business Guide to Cash Rounding on November 10, 2025, among the first state guidance anywhere. As reported by FOX 13, it says:

The guide is advisory, not a binding rule. We could not open the Department’s page directly, so the points above come from FOX 13’s report.

Can a Utah store round cash totals?

Yes, if disclosed. Under the Commerce guide, the key is telling customers before they pay. FOX 13 reported that Harmons was posting rounding signs and that Associated Food Stores was adding signs, training staff and letting customers cancel a sale if they did not want rounding.

Federal law

There is no federal rounding rule in force either. The Common Cents Act (H.R. 10167) passed Congress on September 28, 2026, but as of October 31, 2026 we found no record of it being signed. If enacted, it would let sellers in Utah round cash totals symmetrically to the nearest 5¢ without requiring anyone to round, keep pennies legal tender, and protect sellers that follow its method from conflicting state or local rules. Federal status of the penny.

Sales tax

Utah’s state sales tax rate is 4.85%, and local taxes raise the combined rate. Food is taxed at a lower combined rate. Apply sales tax to the actual price before rounding, as the Commerce guide says. More on sales tax and cash rounding.

SNAP, EBT and card payments

SNAP and WIC benefits are paid electronically, so the EBT part of any purchase in Utah is always charged to the exact cent. Federal rules require stores to treat SNAP shoppers the same as other customers, so a store that rounds the cash part of a split payment should use the same rule for everyone. SNAP/EBT, cards and refunds.

Stores and local news in Utah

FOX 13 Salt Lake City reported in November 2025 that Utah was warning retailers to have a plan once pennies ran out, with Harmons and Associated Food Stores among the grocers preparing signs.
